Coding
It's very nice. However, I'm not too fond of the blue text on the blue background. Also, if you put border="0" at the end of your image link, like the wallpapers, it elminates blue borders.
Layout
First of all, the layout is beautiful. I love the rainbow-like design coming from the layout. I'm not fond of the cirles at the bottom of the layout. They're a bit odd to me. Also, the smallest Avril picture needs to be just a bit bigger. It's too small for the layout.
Domain: More links! I think all the domain content should be on one page.
Affiliate Application: I can't see the submit button or borders. You should change them from black to something else. You will link them wherever they link you? Maybe you should be more specific. That confused me for a nanosecond.
Credits: I always love to see a credit page!
History: Like any other webdesigner, I started out on Piczo? I don't know..I started out on geocities. Some started out on freewebs. I love the song Unwell, though.
Hosting: Again with the borders, submit, and reset button. I can't see them.
Link me: You should add the link me page when you get buttons. It led me to think you had some.
Past layouts: You should say what you liked about them or why you changed them.
Content:
Brushes: They are very nice. Makes me want to download them.
Coded layouts: You repeat yourself in rules 1 and 2. You keep repeating keep the credit on. I got the message after the first time you told me. However, the layouts are beautiful. Awesome job!
Fonts: The actual font file was created by you?
Scans: They are really nice.
Textures: I'm not sure I the like that the textures are word scratches. Also, some textures work just as well on dodge.
Tutorials: I actually understand these tutorials. Good job!
Wallpapers: They are so pretty. I love the Miley Cyrus one.
Reviews: I don't see anything wrong with this page until I reach the application. Please, use a form. Personally, I don't like to go all the way to my email to send in an application.
Conclusion
It's an excellent site. You have a lot of talent. Just, a few minor changes would help.
